This pertains to those taxpayers who did not contest the facts attributed to them by the tax authorities in the exercise of their powers and, therefore, are considered to have issued tax invoices without having the assets, personnel, infrastructure, or material capacity to provide the services or produce, market, or deliver the goods covered by such invoices.<\/p>\n<p style=\"text-align:
