El 8 de septiembre de 2023 el Ejecutivo Federal envi\u00f3 al Congreso Federal su propuesta de Paquete Econ\u00f3mico para el ejercicio fiscal de 2024. Este paquete est\u00e1 integrado por los Criterios Generales de la Pol\u00edtica Econ\u00f3mica, la Iniciativa de Ley de Ingresos de la Federaci\u00f3n (LIF), el Proyecto de Presupuesto de Egresos de la Federaci\u00f3n (PPEF) y la Ley Federal de Derechos (LFD).<\/p>\n

La propuesta deber\u00e1 ser aprobada por ambas c\u00e1maras, a m\u00e1s tardar el pr\u00f3ximo 31 de octubre, excepto en lo que se refiere al PPEF, el cual deber\u00e1 ser aprobado a m\u00e1s tardar el 15 de noviembre \u00fanicamente por la C\u00e1mara de Diputados.<\/p>\n

La propuesta del Ejecutivo Federal incluye los siguientes criterios de pol\u00edtica econ\u00f3mica:<\/p>\n\n\n\n\n\n\n\n\n

El Secretario de Hacienda Rogelio Ram\u00edrez de la O resalt\u00f3 que se estiman ingresos tributarios que ascienden al 14.4% del Producto Interno Bruto, la cifra m\u00e1s alta desde que se tiene registro hasta el momento.<\/p>\n

Los cambios m\u00e1s relevantes del Paquete Econ\u00f3mico son los siguientes:<\/p>\n

\u00a0<\/p>\n

Ley de Ingresos de la Federaci\u00f3n (LIF)<\/strong><\/p>\n

Se incrementa la tasa de retenci\u00f3n del Impuesto sobre la Renta (ISR) sobre intereses pagados por el sistema financiero del 0.15% al 1.48%.<\/p>\n

\u00a0<\/p>\n

Ley Federal de Derechos (LFD)<\/strong><\/p>\n

Se establece que las operaciones de importaci\u00f3n de mercanc\u00edas en las que no deban aplicarse cargos o derechos sobre el valor que \u00e9stas tengan considerando los tratados internacionales estar\u00e1n sujetas al pago del derecho de tr\u00e1mite aduanero a la cuota de $407.82 por cada operaci\u00f3n.<\/p>\n

En el caso de autorizaciones para uso temporal de bandas de frecuencias del espectro radioel\u00e9ctrico a que se refiere la Ley Federal de Telecomunicaciones y Radiodifusi\u00f3n, se propone pagar un derecho dentro de los tres meses siguientes al otorgamiento de la autorizaci\u00f3n correspondiente.<\/p>\n

Disposiciones Transitorias<\/strong><\/p>\n

El art\u00edculo segundo de las disposiciones transitorias de la LFD dispone mantener el mecanismo establecido en el ejercicio 2023, para el pago de cuotas por concepto de inspecci\u00f3n y vigilancia, conforme al art\u00edculo 29-D de dicha Ley, sobre bases m\u00ednimas para 2024, aplicable a diversas entidades del sector financiero.<\/p>\n

Proyecto de Presupuesto de Egresos de la Federaci\u00f3n (PPEF)<\/strong><\/p>\n

En cuanto al PPEF los programas prioritarios m\u00e1s importantes son:<\/p>\n

\u2022 Pensi\u00f3n para Adultos Mayores
\u2022 El Programa de Becas
\u2022 Sembrando Vida<\/p>\n

Dentro de los Proyectos prioritarios destacan:<\/p>\n

\u2022 Tren Maya
\u2022 Proyectos de obras hidr\u00e1ulicas
\u2022 Proyectos de v\u00edas de comunicaci\u00f3n y transporte
\u2022 Desarrollo del Istmo de Tehuantepec<\/p>\n
