Second Resolution of Amendments to the Miscellaneous Tax Resolution for 2025 and its Annexes 1, 1-A and 9

On April 7, 2025, the Second Resolution of Amendments to the Miscellaneous Tax Resolution for 2025 and its Annexes 1 “Official Tax Forms”, 1-A “Tax Procedures” and 9 “Option for deduction for individuals who obtain income from the sale of real estate” were published in the Official Gazette of the Federation, which came into effect the day after its publication, that is, on April 8, 2025, except for those provisions that were published in advance.

Definitive Global Listing Article 69-B CFF

On April 4, 2025, Official Gazette No. 500-05-2025-5913 was published in the Official Gazette of the Federation. 500-05-2025-5913, by means of which the definitive global list of taxpayers that were located in the assumption foreseen in the fourth paragraph of article 69-B of the Federal Tax Code, that is, those taxpayers that did not disprove the facts that the tax authorities in the exercise of their attributions and faculties imputed to them and, therefore, it is considered that they issued tax receipts without having the assets, personnel, infrastructure or material capacity to render the services or produce, commercialize or deliver the goods that cover such receipts.

Global Presumptive Listing Article 69-B CFF

On April 4, 2025, Official Gazette No. 500-05-2025-5882 was published in the Official Gazette of the Federation. 500-05-2025-5882, which communicates the global list of presumed taxpayers that were located in the assumption foreseen in the first paragraph of article 69-B of the Federal Tax Code, that is, those taxpayers that were detected by the tax authorities through the exercise of their attributions and faculties, issuing tax receipts without having the assets, personnel, infrastructure or material capacity, directly or indirectly, to render the services or produce, commercialize or deliver the goods covered by such receipts, for which reason it is presumed that the transactions covered by such receipts are non-existent.

2024 Annual Income Tax Return Simulator for Individuals

On March 19, 2025, the Tax Administration Service published Press Release No. 12-2025, by means of which it informs taxpayers that, in order to facilitate compliance with tax obligations, it is making available the 2024 Annual Return Simulator for individuals, with which they can view information preloaded in the application and learn about new updates and improvements.

This tool allows verifying the preloading of information in the fields of income, returns, discounts and bonuses, authorized and personal deductions, withholdings, provisional payments, monthly and final payments, as well as credit balances.

The Simulator will be available until March 31, 2025 and can be accessed through the following link: https://anualpf.clouda.sat.gob.mx/

National Consumer Price Index

On March 10, 2025, the National Institute of Statistics and Geography published the National Consumer Price Index for February 2025, which corresponds to 138.726, in the Official Gazette.

Said index shows a variation of 0.28 percent with respect to the index corresponding to January 2025, which was 138.343, generating an accumulated inflation for the fiscal year 2025 of 0.56 percent.

SAT invites companies to file their annual tax returns on time

On March 4, 2025 the Tax Administration Service (SAT) published Communiqué 010-2025, by means of which it informs taxpayers that it has implemented improvements to the 2024 Annual Corporate Income Tax Return forms, in order to make it easier for taxpayers to comply with their tax obligations.

The main modifications made to the forms are:

– In the General Regime, section “Expenses”, a field called “Refunds, discounts and bonuses” was included, where the preloading of the Digital Tax Receipts by Internet (CFDIs) of type income and expenses with payment method in a single exhibition (PUE) and payment in installments or deferred (PPD) is located.


– In the section referring to the Employee Profit Sharing paid, “PTU paid”, the field “Non-deductible PTU” was added.

– The current form retains the functionality of the “Remaining tax losses from previous years” section, with which information is added for the years from 2014 to 2023.

– Those taxpayers registered in the Simplified Trust Regime that are in the process of liquidation, can find in the form the field “Deductible payroll from previous periods”. This field includes the cumulative payroll corresponding to the settlement period.

In addition, within the “Expenses” section, the “Refunds, discounts and bonuses” section has been added, which contains the preloading of provisional payments.

As a reminder, from January 1, 2025 and until March 31 of the same year, companies are required to file the Annual Return corresponding to the 2024 tax year. In order to send the return through the SAT Portal, it is necessary to have an active electronic signature (e.firma).

INFONAVIT Law Reform

On February 21, 2025, the “Decree amending, adding and repealing several provisions of the law of the National Workers’ Housing Fund Institute and the Federal Labor Law, regarding socially oriented housing” was published in the Official Gazette of the Federation.

Some of the main changes derived from this reform consist of the expansion of the Institute’s powers to build and manage housing, the creation of a subsidiary to develop housing projects, and the implementation of a social leasing scheme and the promotion of a comprehensive housing policy with a social and environmental focus.

With respect to employer obligations, it is established that discounts to workers for the payment of amortizations may not be suspended in cases of absenteeism or disability issued by the Mexican Social Security Institute.

First Advance Version of the 2nd Resolution of Amendments to the RMF 2025

The Tax Administration Service (SAT) published on its website the First Anticipated Version of the Second Resolution of Amendments to the Miscellaneous Tax Resolution for 2025 (RMF), highlighting the following changes:

Accrual factor for deposits or investments abroad.

It is established that the optional accrual factor for purposes of determining the accruable income of individuals with respect to the income generated by deposits or investments held abroad in the year 2024, will be 0.1368.

This high factor is mainly due to the significant exchange gains that were generated for investors who held investments denominated in foreign currency due to the depreciation of the peso.

Application of the tax regularization incentive in tax returns.

The procedure to be followed by taxpayers who apply the tax regularization incentive provided by the Federal Income Law for the fiscal year 2025, to obtain the line of capture (FCF) through the SAT Portal, as well as to file the return in which they may credit the payment made through the regularization process in question, is modified.

Through this publication the SAT also published amendments to Annexes 1 “Official Tax Forms”, 1-A “Tax Procedures” and 9 “Table referred to in rule 3.15.1. of the Miscellaneous Tax Resolution for 2025, for the option to update deductions indicated in article 121 of the Income Tax Law” of the RMF.

This resolution will become effective the day after its publication in the Official Gazette of the Federation (DOF). The benefits contained in the rules of this resolution will be applicable as of February 24, 2025, date on which they were published in the SAT Portal.
